New York is one city that doesn't have many big problems with strikes and such. Far too may people are inconvenienced when that happens and so far, there are no hints of any such things on our horizon.
But I have to say that transportation strikes don't bother tourists here in Manhattan. It was built to be a walking city and it is one place where your walks will be interesting and filled with amazing sights. All you need do is look around.
I would stay out of the city in the heat of the summer months. It does get hot here and pretty uncomfortable if you stay out on the streets. Most of the buildings and stores and sights are air-conditioned so even at its worst, tourists can still keep cool.
We also have 8 parks in this city and if you visit any of those in the summer, you will get to rub elbows with lots of people from every part of the world. You will also probably see many stars around since there is a lot of filming around.
If I were to plan a visit to NYC, I'd go for the Christmas season. The city gets all dressed up and if it doesn't snow, there is nothing nicer than walking around in the winter.
