How to Stop the Flooding on the Delaware River

We all have really stupid ideas sometimes that turn out not to be so stupid after all. That is what this post is all about. What if we could actually stop the flooding on the Delaware River by spending a couple of billion dollars? Would it be worth it?

I have watched friends go through three floods in four years and for the last few days I have watched them go crazy as another flood is knocking at the door. I have watched them recover and rebuild every time and it hurts my soul to see them go through this again.
For a very long time now I have been trying to prevent my friends from being hurt again by preventing another flood. I had a very simple idea and I wanted to share that simple and possibly stupid idea in hopes that I could start a discussion about how these catastrophes could be avoided or at least mitigated in the future. If my idea is proven wrong or unworkable, maybe someone else's idea can work.
Here it is: If reservoirs can be built to give us water when we need it, why can't they be built to take away water when we don't need it. Why can't we have emergency reservoir basins that act as flood lands that we release water into when we have too much water? Is that really such a crazy idea? These flood reservoir basins could possibly be better described as dispensary basins?
The cost of such a project would be astronomical I know. One would have to buy huge tracts of land and possibly flood some towns along the Upper Delaware River to do this. I do think there are some areas that would be good candidates for this type of work however and I think that the survival of towns like Stockton New Jersey, New Hope Pennsylvania, Frenchtown New Jersey and Yardley Pennsylvania are worth whatever we have to spend to protect them.
I know my idea is probably not a new one. I know it may not work. But do you have a better idea? I know some of you are going to say the real solution is to bring in the bulldozers and tear down every house, business and community along the river; and I’ve got a lot to say about that idea, but not tonight.

Joan, I agree with you that we need to look at this proposal for a new damn on the Delaware (or the old one that was proposed ages ago). I know that a lot of local activists hate the idea because it will cut down on the free flowing nature of the river, but I don't know if that is such a bad thing after all when the river acts like it has for the past five years.

More than 20 years ago NJ took land for a Tock dam project in Northwest NJ which they never went ahead with. maybe the time is right to rethink and use this land to take care of Delaware flooding wi NY PA and NJ sharing the cost.
